Scenario development calls for the creativity of the participants: What will the future look like in 20, 30, 50 years? This question applies to almost any issue and can be dealt with using a more or less academic approach. After establishing the as-is state of the issue at hand, the participants identify the variables that will decisively shape developments in future. Groups develop scenarios based on different assumptions about the future. These different scenarios are then discussed, among the participants or with experts in the field. A valuable addition to the scenario building is to develop visions: What should the world look like in 20, 30, 50 years time? At the end, participants try to agree on a common resolution including specific options for action.
